TikTok Shop Seller Requirements: The 2026 Checklist
To sell on TikTok Shop in the US, you need an accepted US ID, a business address, and for most entities an IRS-issued proof of business that matches what you type into registration character for character. That is the part everyone lists. The part that costs brands months is everything around it: category approval, fulfillment clocks, return commitments and the account health score that can freeze your listings.
I have run 50+ TikTok Shop launches through Reach Social Commerce, and our top clients do $6M+ a year on the platform. The delays I see are rarely about the application itself. They come from brands that applied before they had the right paperwork, the right category clearance or the right ops in place. This is the checklist I wish brands had before they clicked "register."
Who Can Sell: The Registration Paths
TikTok's Seller University splits US registration into two tracks: individual sellers and sole proprietorships, and corporations and partnerships. Which one you take decides which documents you submit.
For corporations and partnerships, TikTok's documentation asks for:
- Identity: a US passport or passport card, US driver's license, US state ID, or permanent resident card. Other ID types are rejected.
- Proof of business (if requested): an IRS-issued notice showing legal business name, address and EIN.
- Tax forms: a W-9, plus forms that depend on entity type, such as 1065, 1120 or 1120-S.
- Ownership details: Ultimate Beneficial Owner information for anyone who directly or indirectly owns at least 25% of the company.
- A letter of authorization if someone other than the owner is running the account.
One useful detail from the same page: you can list and sell without tax documents until you earn $2,000. After that you must submit them to keep selling and get paid. Plan for it, because a payout hold in your first big month is a bad surprise.
If you are comparing the full launch sequence, the step-by-step TikTok Shop launch guide covers what happens after the account exists. This post is about getting through the gate.
The Documents That Must Match
Here is the pattern. A brand has every document. It still gets bounced. The reason is almost always a mismatch, and TikTok says so itself in its list of common onboarding issues.
| Document | What TikTok accepts | What gets rejected |
|---|---|---|
| Identity | US passport, passport card, driver's license, state ID, permanent resident card | Paper IDs, learner permits, expired IDs |
| Proof of business | IRS 147C, 252C, CP 575 | |
| Proof of business (not accepted) | SS-4 forms, IRS website screenshots, tax returns | |
| Proof of address | Utility bill, bank or card statement, active insurance policy | Anything that does not match the registration address |
| File quality | Full, legible JPG, PNG or PDF under 10 MB | Cropped images, photos of a screen |
The business name has to be typed exactly as it appears on your IRS document, including punctuation and capitalization. Address matching is just as literal. TikTok's onboarding page says every part of the address must match, including abbreviations and directional terms like "North" or "Northeast." If your address changed, TikTok tells you to update it with your state's Secretary of State first.
Practical rule from our launches: before you open the registration form, put the IRS notice, your bank statement and your ID side by side. If the legal name or the street string differs anywhere, fix the source document first. Do not fix it by typing something close.
Category and Brand Authorization
Opening a shop does not mean you can list every product. TikTok's Restricted Products Policy sets up three levels of qualification:
- Category-level: you submit documentation once, and if approved you can list any product in that category.
- Product-level: you submit documentation for each individual product.
- Invite-only: TikTok invites select sellers to certain categories.
The policy lists seven product groups that need qualification, including Food, Health and Personal Care, and Family, Kids and Pet Products. Invite-only categories include Dietary Supplements and Over-the-Counter Medications, among others. The policy is blunt that approval is not guaranteed, and that TikTok can ask for more documents during review or after a product is live. Separately, a Prohibited Products Policy bans some categories outright, and legal elsewhere does not mean allowed here.
Why this matters for you: if you sell supplements, a pet health product or a kids item, the shop approval is the first of two gates, not the only one. Check your category against the policy before you plan a launch date, not after.
Brand authorization is a different track. If you own the brand, you are on one path. If you are a distributor or reseller, you need paper from the brand owner. I covered the badge side in TikTok Shop Mall and brand verification: the US program is the Shop Recognition Program, and the document paths differ for brand owners and authorized sellers.
Fulfillment Commitments You Sign Up For
Registration is a promise to ship fast. TikTok's Fulfillment Policy sets clocks for regular orders:
- Mark the order In Transit within 2 business days of Awaiting Shipment.
- Orders auto-cancel if tracking is not added within 5 business days.
- Mark Delivered within 6 business days.
- Shop-level handling time defaults to 1 to 2 business days.
2 days
to dispatch a regular order
6 days
to deliver it
95%
minimum valid tracking rate
80%
minimum on-time delivery rate
The same policy sets the metric floors: valid tracking rate at 95% or better for seller-shipped orders, on-time delivery at 80% or better, and seller-fault cancellation at 2.5% or lower. Fall short and TikTok can cut your visibility, limit order volume or, in the worst case, suspend the shop.
The question to ask before applying is simple. Can your warehouse or 3PL hit a two-business-day dispatch on a TikTok spike, when one video can turn a quiet week into hundreds of orders? If not, look at the tradeoffs in Fulfilled by TikTok vs seller fulfilled. Per TikTok's policy, FBT orders are exempt from delivery timeliness metrics, which is one reason brands consider it.
Returns and After-Sales Commitments
TikTok's returns and refunds requirements shape your margin before you sell a unit.
- Customers get 30 calendar days from delivery to request a return on returnable products, and you can configure a longer window of 45 or 90 days in Seller Center.
- You have 4 business days to review return and refund requests.
- Replacement or exchange requests need action within 1 business day, or TikTok may approve on your behalf.
- Sellers pay return shipping for both buyer-fault and seller-fault reasons, per the same page.
- During holiday periods like Black Friday and Cyber Monday, TikTok applies an extended window that overrides your setting.
The last two points are the unlisted costs. Build return shipping into your margin model, and put a named person on the return queue. A four-day review clock does not care that your team was out for the weekend.
The Performance Bars That Keep You Open
The metric TikTok uses to police all of this is the Account Health Rating. It runs 0 to 1,000, based on the last 180 days. Every seller starts at 200. Violations in areas like product compliance, listing quality, intellectual property and fulfillment subtract points.
| Red flag | What good looks like | Risk |
|---|---|---|
| AHR falls to 150 | No new listings and no new mega campaign enrollment for 7 days | High |
| AHR falls to 100 | Same restrictions for 14 days | High |
| AHR falls to 50 | Same restrictions for 28 days | High |
| AHR reaches 0 | Account may be permanently deactivated | High |
Read that table with one number in mind. You start at 200, and the first restriction hits at 150. A new brand has 50 points of cushion. One careless batch of listings with the wrong claims, or a slow week on dispatch, spends it. TikTok also awards points: 4 per 200 finished orders in the last 180 days, capped at 20 per week, and passing policy quizzes adds more. Healthy accounts bank points by shipping clean volume.
There is also a compliance requirement that sneaks up on growing shops. Under the INFORM Consumers Act, high-volume sellers (200 or more sales and at least $5K gross revenue in a 12-month period) must verify bank account, contact info, EIN and phone annually in the Qualification Center. Miss it and your shop may be suspended. At $20K or more in annual gross revenue, TikTok shows your contact information, including physical address, on product pages. If you run a home-based brand, know that before you scale.
The Unlisted Requirement: Creator Readiness
The registration pages do not list it as a requirement, but this is the requirement that decides whether the shop makes money. A shop with zero creators is a listing page nobody visits.
From our launches, here is what has to be in hand before you apply:
- Margin room for commission. Creators typically earn 15-20% on each sale, plus TikTok's referral fee, which I break down in TikTok Shop fees. If your gross margin cannot absorb that, you cannot recruit.
- Samples budget. Creators promote what they have in hand. Budget for shipping product out before sales arrive.
- A focused SKU list. Three to five hero products with demo videos beat a full catalog. We see the same failure pattern repeatedly: brands list everything, support nothing.
- Someone to run creator outreach weekly. A one-time blast is not a program. I wrote about why creators drop off in why TikTok Shop creators quit.
For what the operating loop looks like when it works, see our anonymized case study of a food and beverage brand that hit $100K GMV in 26 days. It was not luck. It was ad concentration, a defined promo window and a tighter creator brief.
| Gate | Cheap version | Costly version |
|---|---|---|
| Registration | Documents match the source exactly | Typed a close-enough name or address |
| Category | Checked policy before picking a launch date | Found out after inventory shipped |
| Fulfillment | Two-day dispatch is proven by your 3PL | Hoped it would work during a spike |
| Creators | Margin and samples budgeted up front | Recruited first, did the math later |
Your Pre-Application Checklist
Run this before you register:
- Pull your IRS notice (147C, 252C or CP 575) and confirm the legal name and address are exactly what you will type.
- Have a US ID that is unexpired and an original, not a paper copy.
- Identify every UBO at 25% or more, and a US business representative.
- Check each SKU against the restricted and prohibited product policies.
- Confirm your fulfillment partner can dispatch in 2 business days.
- Set your return window, return shipping cost and who owns the 4-day review clock.
- Run the margin check with 15-20% commission and fees.
- Create at least three native demo videos per hero SKU.
TikTok's own documentation changes. Pages in Seller University carry different update dates, so confirm exact thresholds in Seller Center before you submit anything. I have flagged the policy page behind every number above so you can check it.

Get Through the Gate Without the Delay
Approval is the cheap part. The expensive part is discovering a category restriction, a fulfillment gap or a margin problem after you have bought inventory. If you want a second set of eyes on your documents, category and launch plan before you apply, talk to the Reach Social team about launching on TikTok Shop. If you also sell on Amazon, our Amazon management team can map which channel should get your first dollar of ad spend.
Frequently asked questions
What are the requirements to sell on TikTok Shop in the US?
You register as an individual seller, sole proprietor, or a corporation or partnership. You need an accepted US ID, a business address, and for most entities an IRS-issued proof of business showing your legal name, address and EIN. Every detail you type must match the documents exactly. Restricted categories add a separate qualification step on top.
Do I need an LLC to sell on TikTok Shop?
Not by TikTok's own registration paths. Seller University lists separate flows for sole proprietorships and individual sellers as well as corporations and partnerships. A brand doing real volume usually wants an entity with an EIN, because the proof-of-business and tax documents are cleaner and the bank account matches the business.
What documents does TikTok Shop reject?
Expired documents, paper IDs, cropped images, photos of a screen, and files over 10 MB. For proof of business, TikTok does not accept IRS website screenshots, SS-4 applications, tax returns or e-file confirmations. It wants IRS notices such as 147C, 252C or CP 575.
Is approval to sell on TikTok Shop guaranteed?
No. For restricted categories, TikTok's policy states approval is not guaranteed and that it can request more documents at any time, including after a product is live. Opening the shop and being cleared to sell your specific products are two separate gates.
What performance standards keep a TikTok Shop open?
Per TikTok's fulfillment policy, valid tracking rate at 95% or better, on-time delivery rate at 80% or better, and seller-fault cancellation rate at 2.5% or lower. Your Account Health Rating starts at 200 points, and falling to 150 blocks new listings for 7 days.
